This will be a high level presentation where Small Businesses will learn about tools to save money and time, as well as make better go/no go and teaming decisions to increase your winning percentage – a definite “value added service” through your SEBAC membership.


The Small Environmental Business Action Coalition was formed to act as a unifying voice for addressing federal government contracting issues that impact small environmental businesses nationwide.

SEBAC member companies cover the gamut of small businesses: small, disadvantaged, 8(a) and HubZone certified, Women-owned, Veteran-owned, Service Disabled Veteran-owned, and Native American-owned.  All perform some aspect of environmental work – investigations, consulting, design, engineering, remediation, operations and maintenance, and ordnance and explosives work with federal agencies.

A primary goal for SEBAC is to communicate to federal agencies that our members have the capabilities to get the job done efficiently, cost effectively and in a timely, manner, frequently out-performing their large business counterparts. The quality of our members’ work and the recognition they frequently receive from their clients confirm this.

SEBAC membership is open to any small business that is primarily engaged in the environmental industry and has 500 or fewer employees.

About the Presenter: Gerry Moore is an accomplished environmental consulting industry executive with 25-years of experience working for DoD, EPA and private industry. Mr. Moore was educated as a Geologist, attending Old Dominion University and University of Colorado-Denver for undergraduate and graduate studies, respectively. He spent the first 6 years of his career in the petroleum exploration industry, working in the Rocky Mountain and mid-continent areas. Mr. Moore transitioned into environmental consulting industry in 1987, and has personally managed over $100M of environmental characterization and remediation projects, including complex, high-value munitions response projects. Mr. Moore has been a registered Professional Geologist in Florida, Georgia and North Carolina for the past 20-years. He has worked in Program Management and Business Development roles for a number of large global engineering firms and small to mid-sized businesses – learning the challenges and solutions for firms of differing sizes. In January 2009, he started a Business Development consulting practice focused on helping the small business community pursue and win new DoD environmental restoration contracts – in the past two years Mr. Moore has led numerous DoD contract capture efforts for Small Business client firms, with the resulting award of new IDIQ contracts valued at over $350M.
